Florida's dental law does not name teeth whitening. It defines dentistry as care of "conditions within the human oral cavity" and lists the work it covers. Whitening is not on the list.
Florida's dental rules do list in-office bleaching with a light as a job a dentist may hand to a trained hygienist. That puts it inside a dental office.
No Florida rule says a salon may run whitening, and none says it may not. Practicing dentistry without a licence is a felony in Florida, so this is not a guess to make alone.
Ask the Florida Board of Dentistry in writing before your first client, and keep the answer.
