The rule in Arizona

No Arizona rule says a salon may

Scottsdale follows Arizona's dental law, which counts "removing stains, discolorations and concretions" from teeth as dentistry. Whitening is not named.

There is no exception for a salon, a spa or a client who applies the gel herself. Lawmakers tried to add one for self-applied whitening in 2017, and it did not pass.

So we will not tell a Scottsdale spa it is allowed. Ask the Arizona State Board of Dental Examiners in writing before your first client, and keep the answer with your consent forms.
